This document was just given to senators by state budget boss Andrew Clinger.

    The plan is pretty much the same as the legislature's except for the Gov not wanting to cut school textbooks ($47M) and an additional cut on state operating expenses. Both cut $275 million. But the mood of the legislature looks like if they get to the $275 (and they will) they may deliver it to the Gov and say...here it is...see ya in February.

    Gibbons' referencing creating a statespending cap was resoundly put down by lawmakers today. He'll have to wait 'til February to even talk about it.
