DETROIT -- Greektown Casino has failed to meet a requirement that more than half its workers are city residents, while all three of the city's gambling halls hired fewer resident construction workers than promised, according to a city review.

As part of their development agreements with the city, the Greektown, MGM Grand Detroit and MotorCity casinos pledged to meet certain goals while hiring construction workers, buying goods and services and staffing their casinos.
