Until very recent years hardly anyone who joined or was recruited into the National Guard or Reserve contemplated anything other than local service. If an enlistee wanted full-time overseas combat service he or she would enlist in one of the the regular forces.
We may be seeing the limit of the all-volunteer military concept that sounded pretty reasonable going in but didn't anticipate future wars.
If someone has a better idea than the draft to fulfill the needs of the world as it has become, I've yet to hear it.
