MADISON, Wis. -- An arbitrator will settle the dispute between the Ho-Chunk Nation and the state over a new gaming compact after the tribe filed a request Thursday for outside help because it believed negotiations were at a standstill.
The two sides have been in talks since the state Supreme Court ruled last year Gov. Jim Doyle exceeded his authority in signing a compact with a different tribe that featured similar provisions to a deal the Ho-Chunk signed in 2003.
Tribal spokeswoman Tracy Littlejohn said the two sides have been unable to reach a compromise on the length of the compacts, the scope of games the tribe can offer and how much it should pay the state.
