Spring is upon us. Judging the ever-increasing volume of bicycle and skateboard traffic, I believe a refresher of the laws pertaining to skateboards and bicycles is in order.
Boulder City Code 10-7-1 prohibits riding bicycles on the sidewalk in a business district. A business district is the Old Town area (400-500 block of Nevada Way) and any area in front of a commercial building. One may not ride a bicycle on private property unless one has permission from the property owner.
Furthermore, when operating a bicycle upon a sidewalk, bicyclists are required to yield the right of way to pedestrians and to give an audible signal before overtaking or passing a pedestrian.
Boulder City Code 10-7-2 prohibits the use of roller skates, in-line skates and skateboards in a commercial area. As with a bicycle, one may not ride a skateboard on the sidewalk in the Old Town area or in front of any business.
The law also restricts young people from riding skateboards on a roadway, except to safely cross a street in a crosswalk. Riding a skateboard is prohibited anywhere a sign prohibiting such activity is posted. An example of a prohibited area is the gazebo adjacent to City Hall. It probably does not seem fair to young people, but adults may use in-line skates in the roadway of a residential area.
The few areas a young person may ride a skateboard are on the sidewalks of a residential area, the Skate Park, or on non-commercial private property with the owner's consent.
March 5 — Contributing to the delinquency of a minor/Curfew violations
Officers from the Graves II squad (Officers Ford, Wilkin, and Salazar) respond to a report of an attempted vehicle break-in in a residential area at 1:30 a.m. The suspects left the area before officers arrived, but Officer Wilkin spotted a suspicious vehicle in the parking lot of a local business a few minutes later. There was nothing to connect the 18-year old female driver and her four passengers with the incident, but she was cited for contributing to the delinquency of a minor and the juveniles were cited for curfew violation.
March 6 — Wanted person
Officer Salazar stops a traffic violator on Nevada Way at 1:28 a.m. He discovers that the 31-year old passenger is wanted by the Henderson Police and has one in custody. Officer Salazar delivers the wanted person to a Henderson police officer.
March 7 — Disturbance/alcohol violations
The busy weekend continues for the Graves II squad as Officers Case and Salazar respond to a loud party at a residence. Several juveniles, one as young as fifteen, are cited for alcohol consumption and released to their parents.
March 8 — Wanted person
Officer Ham, while on foot patrol downtown, recognizes a wanted person inside a bar. He arrests the 58-year-old man and takes him to jail.
March 9 — Narcotics
Officer Ham stops a traffic violator on the Truck Route and after conducting an excellent field interview, arrests a 46-year-old woman for possession of methamphetamine and narcotics paraphernalia.
March 9 — Fight
Chief Finn and officers from the Days I squad (Ham, Pastore, and Olson) respond to a report of a fight behind a church at 2:15 p.m. The fight and spectators disperse before officers arrive, but two juveniles are identified and cited into juvenile court for fighting.
March 10 — Wanted Person
Officer Henke stops a traffic violator on Nevada Highway at 8 p.m. and discovers that the driver is wanted by the North Las Vegas Police. He has one in custody and delivers him to a NLV marshal.
