In the past few weeks I’ve noted two letters in the Sun reiterating strong local support for creating a Gold Butte National Conservation Area. (Here and here.)In both letters the authors address concerns apparently expressed by some off-road enthusiasts regarding local road closures if conservation-area status becomes reality. One letter, for example, states: “...NCA status would ensure that none of the more than 500 miles of designated roads and ATV trails would be closed arbitrarily.”

Will someone please define “arbitrarily” for me?
