I agree with Rep. Dina Titus that she should fight for businesses that operate in states where marijuana is legal, creating tax bases and jobs.
The way to do that is for Titus and her colleagues in Congress change the law. Only Congress can change the laws on marijuana. Step up to the plate with your colleagues and change the law.
There is no one else to blame for this problem.
