A pair of Las Vegas massage parlors are facing disciplinary action by the Las Vegas City Council for various violations, including providing sexual services in exchange for money, according to city documents.
Lotus Flower Massage and Asian Flower Massage, which are located within a mile of each other on West Sahara Avenue, have been cited for prostitution multiple times dating back to the mid-2000s, according to the city.
Owner Diana Fei Darlison faces permanent revocation of both business licenses and up to a $10,000 fine for each violation, according to documents. The council on Tuesday will hear the complaint for disciplinary action and set a date for the hearing.
There have been seven instances since 2006 involving prostitution at Lotus Flower, with the latest being in January, city documents show. The city’s business licensing division discovered that Lotus Flower Massage was being advertised on websites that promote illicit sexual activity as recently as April 4.
Documents show four instances involving prostitution since 2006 at Asian Flower Massage, with the latest being June 2017. Those include the same therapist being arrested multiple times for alleged sexual activity and Metro officers being solicited for sexual services during an undercover investigation.
Additionally, documents detail multiple instances of violations regarding persons suspected of living at Lotus Flower Massage, which is a violation of city code stating employees aren’t allowed to reside in an establishment zoned for commercial use.
Metro Police in January issued an emergency order to suspend the Lotus Flower Massage business license for one week, deeming the location a nuisance because of the multiple violations.
As of Friday, both locations were open. A phone call seeking comment wasn’t immediately returned.
