President can’t stay if he loses

I’ve been out of school many years since civics was a class, so help me out here: When and where is it written that the person just beaten by popular election can claim the results are wrong and stay in office?

I’ve been hearing and reading about the current occupant of the Oval Office being asked whether he would accept the results of the election if he lost. I think we have an old document that makes zero provisions for him declaring that he does not accept the results.

Should the result be that the occupant is ousted and chooses not to leave, can he stay? How would that work? Is this the same election plan that gave Vladimir Putin power until 2036?
