Hey Consultantd, why don't you run for office? Do you have the right answers or are you and the rest of the critics just blowing hot air? At least he and the rest of the elected officials are trying to make a change, you are doing nothing but sitting on your duff and whining.

Everyone has an opinion, but will you offer help to change anything or is that someone else's job?

Ken, what you are talking about is basically called "Best Valued Contracting". Regardless of union status, the contractor is judged on several areas. The best value approach allows contracting officials to closely examine, evaluate and rate contractors on their respective qualifications and performance capabilities and choose the best qualified contractor who offers the best price. The agency still always has the right to choose the low bid --it just can't be forced to accept the low bid when it doesn't offer the best value. A contractor whose price is 1% higher than the low bidder may be worth it if its track record and qualifications are ten times better. The lowest bid is not always the best bid

Awarding contracts to the low bidder, based on lowest evaluated price alone, is a common practice that can produce false economies. Best Value Contracting is a system that allows owners to evaluate bids on price plus factors such as a contractor's history of performance on past jobs, the economic benefits for the community, the availability of a trained workforce and many other factors. Relying solely on the lowest price can lead to subsequent default, late deliveries, and numerous change orders or other unsatisfactory performance resulting in additional contractual or administrative cost.

Nance, I pay my morgage on time, never late on bills and work 90+ hours a week. No bailout for me. I'm not asking for one and I'm not complaining.
Folks on here are quick to point fingers and belly ache. I have yet to hear of a solution to the problem. You have not given one, nor has anyone else.
