Who's Going to Pay?

Water rates are going up. The question is: who will pay for the bulk of the hike? The Las Vegas Chamber of Commerce says businesses are already drowning in red ink. But residents are underwater, too. We'll hear from advocates on both sides. Plus, will the water authority be back for more once this pool of money dries up? We'll ask water boss Pat Mulroy about that and more.
